Dr. Luis Barrera Castañón is the President & CEO of LBC+ (Elevezé Más), an organization dedicated to advancing public policy and programmatic initiatives in K-14 education, workforce development, and human services. His expertise spans academic career pathways, bridge programming between education and workforce systems, Linked Learning in high schools, school-to-prison pipeline issues, regional sector-based strategies, integrated social service models, and career technical education in community colleges and nonprofits.

Elevezé Más Consulting provides technical assistance and professional development to K-12 school districts, community colleges, and nonprofits across California, fostering human and economic development through policy innovation and capacity-building.

Dr. Barrera Castañón has held leadership roles in major organizations, including:

Strategic Impact Officer, Goodwill Southern California – Led workforce and economic development initiatives at Southern California’s largest social enterprise.

Manager of Education Policy & Programs, Los Angeles Area Chamber of Commerce – Oversaw K-12 policy initiatives, including Linked Learning, Deeper Learning, Adult Education, and the Smart Justice portfolio focused on increasing outcomes for formerly incarcerated individuals.

National Council of La Raza (UnidosUS) – Managed K-16 education and workforce development portfolios across California, Texas, Minnesota, Colorado, and Washington D.C., advocating for justice reform, economic development, and career pathway programs.

Para Los Niños – Managed workforce development programs serving East Los Angeles and Downtown LA’s Skid Row.

Elevezé Más Creative focuses on developing and reimagining consumer products that promote social good. Currently, it has three products in the design stage addressing child safety, water conservation, and farmworker safety. Its guiding principles are I3: Integrity. Innovation. Impact.

Dr. Barrera Castañón holds an A.A. from Santa Monica College, a B.A. from the University of California, Berkeley, an M.P.A. from California State University, Northridge, and an Ed.D. He remains committed to bridging education, workforce, and economic development to create lasting impact.
