Dr. Luis Barrera Castañón is President & CEO of LBC+, his area of expertise is in public policy and programmatic initiatives in K-14 education and human development, with a strong focus in academic career pathway models, bridge programming between education and workforce systems, Linked Learning in high schools, school-to-prison pipeline issues, sector-based strategies through regional partnerships, integrated delivery models for social supportive services and career technical education programming in community colleges and nonprofits.

LBC+Consulting focuses on providing technical assistance and professional development to K-12 school districts, community colleges and nonprofits in California for the advancement of human and economic development models. Luis has held titles of Senior Director of Strategic Operations for Goodwill of Southern California, the largest and oldest social enterprise in Southern California. Luis was also Manager of Education Policy and Programs for the L.A. Area Chamber of Commerce, one of the premier public policy and advocacy organizations in Los Angeles county and a leader in education policy initiatives in California and the United States. Luis managed K-12 policy initiatives that included portfolios in Linked Learning, Deeper Learning, and Adult Education.  Additionally, Luis developed and implemented the L.A. Chamber’s Smart Justice portfolio, which seeks to engage private and public sectors to collectively find public policy and programmatic solutions that increase outcomes for formerly incarcerated people.

Luis also developed and managed K-16 education and workforce development portfolios in California for the National Council of La Raza (now, UnidosUS), the largest Latino civil rights and advocacy organizations in the United States. In this capacity, he managed public policy and program initiatives related to economic, workforce development and youth development. He also provided capacity building and technical assistance to career pathway and contextualized education programs throughout California, Texas, Minnesota, Colorado, and Washington D.C. Luis developed the California policy analysis and advocacy efforts in K-14 education, justice reform, and economic development for the National Council of la Raza (NCLR). Prior to NCLR, Luis managed a Workforce Investment Act program focused on the areas of East Los Angeles and Downtown LA's Skid Row and has also several years of experience in the recruitment and hiring of staff in Silicon Valley and Los Angeles within in all levels of labor and industry sectors.

LBC+Creative designs new and reimagines old consumer products in order to bring them to market via innovative marketing and sales strategies. Currently, LBC+Creative has 3 products in the design stage focused on child safety, water conservation and farmworker safety. The LBC+Creative motto is Integrity Above All Else.
